- Foreign Post applies to the Postal Services which do not come within the definition of ‘Inland Post’.
- There are two categories of post articles that are exchanged in foreign post
- ---Letter Post
- ---Parcel Post
- The term APPU stand for Asia Pacific Postal Union.It was established in the year 1961 and India joined in APPU in the year 1963.The Headquarters of APPU is in Manila(Philippines). UPU stand for Universal Postal Union .
- LetterPost in foreign post is also referred to as ‘Correspondence’ and applies to the following classes of Postal Classes ---Letters,Postcards,Printed Papers including Books and Registered Newspapers,Small packets and Literature for Blind.
- The maximum weight limit of an aerogramme is 3 grams The aerogramme when transmitted by surface for any reason,it is treated as Letter. Privately manufactured Foreign Post Card to be sent from India is of dimensions Max:105 x 148 mm and Min :90 x 140 mm
- The maximum weight limit in case of foreign letter mail is 2 kgs.
- The foreign letter can be sent by Surface route,By Airmail,By Surface Air Lift
- All letter post items including items for Air transmission can be sent by Registered post to Foreign Countries.
- Undelivered foreign mail will be returned by surface and air,if the sender specifically rquested and ready to bear the charges.
- The maximum weight limit of Registered Newspaper in case of foreign postal articles is 2 kgs. The maximum weight of foreign blind literature packets is 7 kgs.
- The registration charge for letter post items to foreign countries is Rs.50/-.
- The fee for recall of article of a foreign parcel mail article is Rs.30/-
- Envelopes with coloured borders,wholly transparent,having a transparent panel are not accepted for insurance.
- Articles which are fully prepaid can be accepted for Insurance.
- The maximum limit of Insurance to foreign countries is Rs.10,000/-
- The maximum weight limit of the foreign Insured Letter is 2kgs
- The maximum weight limit in case of Small Packet of foreign postal articles (except for certain countries) is 1 kg
- All the small packets should always have Customs declaration irrespective of value.
- The Bulk bag for foreign countries should not be less than 5 kgs and not more than 35 kgs.
- The application for bulk bag facility to foreign countries should be made to Head of the Circle and its registration charges are Rs.200/-.
- There is no late fee for foreign registered article.
- 181.With Pakistan, exchange of parcel is regulated by means of special bilateral arrangement.
- 182.There is no separate class(1)in the foreign post and except for (2)………….. for which inland rates apply,no registration fee as such is changed on foreign parcel which are treated like inland registered parcels while transmission in India.Registration of Parcels to Nepal and Bhutan is (3)..

- Ordinary foreign parcels should bear the words ‘’Registered’’ on them for countries like Nepal and Bhutan

- Maximum period of retention of foreign parcels are 7 Days
- C.A.P indicates Containing Air Parcel
- The mode of return of a parcel will depend upon the Instructions given by the sender on the parcel and dispatch note .The parcel will be returned by air only if the sender has so requested which amounts to guaranteeing the return charges and air surcharge. If no instructions have been given by the sender the parcel will be returned only by Surface.
- A foreign parcel should not contain document in the nature of personal correspondence. However,in the case of parcels addressed to certain countries a single communication from the sender to the addressee is permissible.
- Director General can issue order of suspension of Money Order in respect of any particular postoffice or group of post offices.
- The airmail fee should be paid in the shape of postage stamps for transmission of a MO by air.
- COD parcel in foreign category means Cash on delivery Parcel.
- All foreign VP letter post items and VP and COD parcels should not contain Tickets,Coupons,Certificates etc.,
- Inward foreign VP article addressed to post restante can be retained for 7 days in the office of delivery.
- The sum of amounts due to be recovered from the addressee of the articles is remitted to sender by means of Money Order
- All Foreign Post Offices and Head Post Offices are authorized to issue receipts for Custom duty paid if required by the addressee.
- Two copies of custom declaration is to be filled in by the sender and give for booking of foreign parcel in India.
- Customs clearance fee will be charged at the time of delivery.
- The principal postal Appraisers and Postal Appraisers are officers who deals with the complaints about the assessment of duty in respect of foreign postal articles belong to Department of Customs.
- The customs declaration is primarily excercised at the point of entry or exit from the country.However where the control leads to detention of postal articles,its opening for examination,the imposition of duty,or the production of documents by the sender or the addressee,Foreign Post Office or Sub Foreign Post Office.
- All articles subject to Customs treatment are given a new serial number at the Foreign Post Office proceeded by a letter or letters of the alphabet which stand for the name of the Foreign Post Office.In all the correspondence concerning such articles this serial number should be quoted in addition to the Registration number(if any) assigned by the Office of origin.
- If any foreign parcel is returned to sender for having contained prohibited articles ,the liability of the sender is that the charges for conveyance resulting there from are recoverable from the sender.
- The time limit for enquiries and complaints in foreign post in respect of letter mail,parcel mail,VP articles ,COD articles and Money Orders is One Year
- There is no enquiry fee for complaints regarding foreign registered letter with advice of delivery.
- If enquiry relates to five foreign articles of the same kind posted at the same time and at same place by the same sender and addressed to same addressee,then enquiry for only one article will be collected
